Providers (including schools) must apply to NZQA for consent to assess any unit standards they intend to assess, and meet the requirements of the appropriate Consent and Moderation Requirements.
As part of the NZQA application process, providers will need to supply a letter of support from the relevant Workforce Development Council. This letter attests that the provider meets the specific industry requirements, including having the resources to effectively deliver and assess the unit standard(s).
Muka Tangata is responsible for the development and maintenance of Consent and Moderation Requirements (CMR) documents.
The CMR covers the requirements which organisations must meet to assess against standards in the scope of the CMR, and the moderation process that organisations with consent to assess need to engage in.
CMR 0052 v7 is the primary CMR for Muka Tangata.
From 1 August 2025, any new applications for consent to assess will be evaluated against the requirements of CMR0052 v7. As the requirements have not changed substantially, we do not expect this to present any barrier for consent to assess applications, however, its important providers read and understand the changes before submitting applications.
The transfer of standards from other Muka Tangata CMRs to CMR 0052 v7 will occur progressively as those standards are reviewed. Until the transfer occurs, the old CMRs (0033; 0018 and 0173) will be available on the NZQA framework.

To ensure timely processing of pre-moderation, consent to assess, micro-credential support and programme endorsement applications before the disestablishment of Muka Tangata, we encourage providers to submit all relevant assessment materials and applications by Friday 3 October 2025.
We will continue to process applications after this date, but we cannot guarantee they will be completed before Muka Tangata finishes operations on 19 December 2025. Any in-process submissions will be handed over to the newly established Industry Skills Board for completion.
